Key MARPOL Annex I Requirements Every Seafarer Should Know
1. The 15-ppm Standard and Machinery-Space Bilge Water
Machinery spaces inevitably generate bilge water. Leakage from machinery, drainage, maintenance activities and other sources can result in water becoming contaminated with oil.
Because of this contamination, machinery-space bilge water cannot simply be discharged overboard whenever convenient.
Ships subject to the relevant Annex I requirements use approved oil filtering equipment, commonly referred to onboard as an Oily Water Separator (OWS).
The familiar figure associated with this system is: 15 ppm or 15 parts of oil per million parts of water.
IMO's pollution-prevention equipment specifications address both 15-ppm bilge separators and 15-ppm bilge alarms.
However, there is an important misconception to avoid:
15 ppm is not a universal permission to discharge oily water overboard.
The discharge must satisfy all applicable Annex I conditions, not simply an oil-content reading below 15 ppm.
This is an important distinction for engineers, inspectors and candidates preparing for oral examinations.

2. Oily Water Separator (OSW)
The OWS is one of the most recognizable pieces of MARPOL equipment in an engine room.
But Annex I compliance requires more than simply having an OWS installed.
Engineering officers should understand:
- the approved piping arrangement;
- where bilge water originates;
- how the separator operates;
- the function of the 15-ppm bilge alarm;
- automatic stopping arrangements where applicable;
- sampling arrangements;
- equipment limitations;
- maintenance requirements; and
- the corresponding Oil Record Book entries.
IMO survey guidance includes checking type approval of oil-filtering equipment, availability of operating and maintenance manuals, calibration documentation where applicable, and satisfactory Oil Record Book entries.
