Emergency Stops and Shutdowns on Ships: SOLAS Requirements and How They Work
Emergency stops and shutdowns are an important part of a ship’s fire-safety arrangements. During a machinery-space fire, the crew may need to stop equipment supplying air, fuel oil, lubricating oil, or thermal oil to help limit fire growth.
SOLAS therefore requires remote means for stopping specified ventilation systems, fans, pumps and oil-processing equipment from positions that remain accessible during a fire.
The principal requirements are found in SOLAS Chapter II-2, Regulation 5 – Fire Growth Potential. IMO describes the purpose of Regulation 5 as limiting the potential for fire growth throughout the ship.

What Are Emergency Stops and Shutdowns?
Emergency stops are controls that allow specified machinery and systems to be stopped remotely during a fire or emergency.
Depending on the ship and its approved arrangements, the emergency shutdown station may provide controls for equipment such as ventilation fans, fuel-oil pumps, lubricating-oil pumps and oil separators.
These controls allow the crew to take action without entering the machinery space affected by fire.
Why Are Emergency Shutdowns Important?
A machinery-space fire can continue to develop when fuel, oil and air remain available.
Stopping relevant pumps can reduce the continued supply or circulation of flammable liquids, while stopping ventilation helps control airflow through the affected space.
Emergency shutdowns therefore work together with other fire-safety arrangements, including quick-closing valves, ventilation closures and fixed fire-extinguishing systems.

Under SOLAS II-2/5.2.1.2, power ventilation serving accommodation spaces, service spaces, cargo spaces, control stations and machinery spaces must be capable of being stopped from an easily accessible position outside the space being served.
The control position must be arranged so that it is not readily cut off by a fire in the space concerned.
SOLAS contains additional requirements specifically for machinery spaces.
Under SOLAS II-2/5.2.2.2, controls must be provided for stopping ventilating fans. Machinery-space ventilation controls are to be grouped so they can be operated from two positions, with one located outside the machinery space.
